Found this on the Library of Congress' site  I have never seen this before. What steeple is poking out from behind what looks like the state capitol building? Something about this image seems odd.

I don't see how it could be Richmond. The river is waaaaay too narrow.

Definitely not Richmond. The building with the portico and cupola looks a lot like the court house in Petersburg, but the rest of the city doesn't match.

Could the picture be taken from the other side of Belle Isle?

I don't believe this is Richmond. Could be the Petersburg court house, but my sense of the geography there isn't as sharp. There would be two steeples in that image -- the adjacent First Presbyterian and the nearby Broad Street United Methodist. Also, the dome of City Hall, "Old Old City Hall," designed by Robert Mills, should be visible. Main Street isn't there, most notably the U.S. Customs House. A great picture, though.

right on target

I need to see if any images of Petersburg show this .....

If I determine what's correct, I may let the Library of Congress know what and where the image is.

As others have noted, this is not Richmond; but it is also not Petersburg. The courthouse in Petersburg does not face the Appomattox River, it faces west on Sycamore Street. The topography also does not match up with that big hill on the left. Interesting image, though.

Vicksburg.

A reader from Virginia notes that the structure with the tower looks a lot like the Old Northampton County Courthouse in Easton, Pennsylvania. It sure does. Perhaps more indicative, the structure immediately to the left of it matches the original entrance to the Northampton County Prison, next door. The prison was completed in 1871, which would date this image to sometime after that. If this identification is correct, and I believe it is, this view is looking roughly southwest from the hill where part of Lafayette College now stands, overlooking Bushkill Creek and Highway 22, the Lehigh Valley Thruway.

Well done! Thanks!
